I googled the vision and mission thingy. Yes it seems that vision = what you would want in a perfect world with a magic wand. Mission = what your organisation is actually going to do to make that vision more likely (the strategy that O lady refers to).
I think what you're saying AndyPat is that British Orienteering (the organisation) has limited ability to do things. With limited funds from us, projects run by paid staff need to conform to the vision of funding bodies, which might not be quite the same, or not the same priorities. British Orienteering the organisation also has administrative power, eg. the events committee, so there is some volunteer power to change things, but most volunteering is done in clubs.
I do think it would be a good thing for clubs and regions to go through this vision process (but maybe without the management jargon). How many clubs do pretty much the same things for years, sometimes decades, even though membership declines and the demographic ages?
Perhaps the mission, or doing, bit of the process for British Orienteering, could be to support clubs in writing their own?

When those numbers are the norm and clubs know what their own vision is as well as that of their governing bodies (they may not be the same).
