A few potential implications:
More specialism: maybe, but athletics would be a boring sport where the same guys won everything (the days of Jim Thorpe going to inter-collegiate events on his own are long gone). In fact it might even lead to *less* specialism since currently an athlete can't do everything so has to decide to go for sprint or forest or compromise between the two. In the future then training plans could be a lot clearer with the next year's WOC the target, people won't be caught in two minds as to which is the best/easiest discipline to train for.
More potential venues: definitely - rather than always having to have WOCs in the "big" or "medium" O nations then the sprint WOCs can be spread around a lot more. This will be excellent for the "smaller" O nations, but will have an impact on costs for the European nations (but they have had it good for many years now).
Impact on regional OCs: how will this work? WIll there be a sprint EOC in the year of a forest WOC, or sprint EOC in the same year as a sprint WOC? I'm guessing they'd be offset, but don't recall seeing what was in the full proposal.
WTOC [I had to mention that one]: will this only take place alongside forest WOCs, at each WOC regardless, totally separate (like 2015 where they weren't co-located as has been the usual case in recent years), or will it too be split into TempO (well suited to Urban/park terrain) and PreO (better suited to detailed forest). As I recall I think the plan was to move to biennial WTOCs alongside the forest WOCs.

Bang goes British Elite Orienteering..... can't see funding or BOF support for traditional Orienteering in future when it'll so much easier to focus on urban sprint....

Re: IOF Proposal to Alternate Forest & Sprint/Urban WOC
Will the European champs just take over as an unofficial WOC in non WOC years? It's mainly NZ and Oz who will miss out. I'm surprised Oz were in favour. I suppose NZ and OZ have a Pacific orienteering competition they go to annually (I lived in NZ and started orienteering there in the early 90s but it's maybe changed now).
I'm surprised so many voted for it but if no-one will hold it as it is I suppose something has to change and the IOF will never vote to give itself less funding and make the whole thing less bureaucratic and more flexible.

I don't suppose anyone knows how BOF voted, or even abstained? And would it be different after the dust settles after hosting WOC 2015!?

As I understand it there will be a WOC every year, it is just that they'll alternate forest and sprint. If you mean "unofficial forest WOC" then that would depend whether regional champs such as EOC are in or out of phase with WOC.

I presumed the European champs were annual, sounds like they aren't. Yes it's the forest WOC I meant.

Re: IOF Proposal to Alternate Forest & Sprint/Urban WOC
Ah yes, good point, it is ESOC that is annual - EOC and ETOC are biennial. I've always foudn it weird that WSOC is biennial and ESOC annual, but it is the other way round for the other disciplines.
I haven't heard of any discussions as to whether EOC will therefore stay as it is, move to an annual split EOC (either in or our of phase with WOC) or whether it'll be a biennial split WOC (although every 4 years for forest EOC sounds unlikely).

What is ESOC? Googling doesn't give me clues apart from the Ed club and a space agency.

[try searching for ESOC and IOF - that should give you some decent hits]
European SkiO Champs (annual), WSOC being World SkiO Champs (every 2 years).

90 is an underestimate; there were over 350 athletes entered.
It'd be interesting though how the revenues would vary for a forest vs sprint WOC.
Maybe there'd be more TV and sponsorship for a sprint one (although many of the potential countries would have O fairly low on the priorities for TV), but maybe fewer "WOC Tour" competitors to boost the coffers.

GBR voted in favour of the proposal.
No, our vote wasn't influenced (but was informed) by being hosts of WOC 2015.
