Due to the untimely death of Tay's main mapper (who left a half-updated map of Dunalastair) I am on a steep learning curve with mapping and Ocad. I have managed to add a new fence, but am left with two questions:
1. Does it matter on what side of the fence the side dashes are? The new fence is mostly parallel to an older nearby fence - should I have them point the same way?
2. The distance between the dashes seems larger in my new fence than in the other fences in the map - is that a setting somewhere?
This is OCAD 9 in case that maters.

As a relatively novice mapper, this may be the blind leading the blind, but here goes anyway:
1) choose the side that looks best for the tags. I.e. the one that adds least confusion
2) I suspect that either it is an optical illusion, or you have two different fence symbols. To test this click on one fence and see what symbol is highlighted in the symbol set on the right. Repeat for the other fence and see if the same symbol is highlighted. If it isn't then you can change the new fence to the old symbol.

Ultimately it is what looks best on paper. The ticks of one fence should not touch the other fence, though. I would probably have the ticks of both lines point away from the gap between.

The distance between ticks will vary slightly with the length of the line and I'd not suggest altering the symbol, assuming the same symbol has been used for both fences. What you can do, though, is use different types of node, which can alter the way the positions of the ticks are determined. For example, using the 'normal point' may result in ticks close to a corner, as the position of the ticks will be determined by the full length of the line. Using either the 'corner point' or 'dash point' will result in the ticks on separate sections of the line being treated separately. Of course, the different point types can be mixed on a line.

Definitely go for what looks best. Small enclosures look strange with outward facing tags. Corners also can look strange with outward facing tags.
Another trick to help position the tags is cutting the line. Draw the fence section in full, but then use the cut tool to split corners and bends. It can look messy in tight corners with overlapping tags.
If you have two parallel fences starting in different locations, then cut them in the same place where they come together and the tags should line up.

Fence tags frequently look better if the end length of the symbol is set to about 0.6 times the normal tag spacing.
