When orienteers move to a different area, they choose whether to change to a different club or whether to stick with their current club. I have no issues with either decision (and we have had members of our club make one or other of these decisions).
If club members don't change areas, but choose to change clubs, that again is up to them ( although you do wonder why - is your club doing something wrong, is it a matter of who they can run relays with....?).
When (committee) members of other clubs approach members of your club and ask whether they'd like to join club 2 and run for them in the CSC (or any other inter-club event, e.g. relays), I call that poaching. It causes bad feeling between the clubs.
In a former life I was a (somewhat undersized, but nevertheless very successful) rower in the NW. One club, Agecroft, sought Elite members of other NW clubs to join them. It didn't go down well within the clubs.
I didn't think that orienteering was that sort of a sport.

I'm sure this happens in all walks of life, some people just put winning ahead of 'doing the right thing'
