Of course at some point in the near future all courses (including elite long and short) will be middle-classic format so then downgrading from elite to long in future (rather than introducing a second elite courses) could be a more palatable option.

No one cares who wins L2.
Way back in 1998 I seem to recall that the winner of M21L2 (not elite) won that trophy they have for the best performance by anyone in any class at the JK.

3 minute start interval suggests currently a 6 hour start block.
If more M21's choose the M21E then kick the oldies (Graeme M50 & Nick M40) out

In fact, it's mandatory in the WRE rules to do what mharky and Eddie say, and:
World Rankings shall be used to determine how the entry is divided, the best going to the top elite class
IOF rules highlight this in bold, to show that it's mandatory. The only wriggle room would be to adjust the start interval.
So e.g. Nick is the 253rd WRanker so will be in "proper elite", mharky is currently ranked 1217 and Scott is 1226 so it's marginal for them. I'm down in the 1800s, so probably off to "elite tourist" class for me. WRE points will be easy to get in "tourist class"

It might not be a bad compromise you could go for a "RED GROUP" of the highest ranked with standard start intervals with the lower ranked Elites having a reduced start interval maybe?

What is the latest on either of events 2 and 3 being WREs?
They aren't listed as such on IOF Eventor, although the Sprint is.
Also, any idea if there is a Bulletin 1 (we are within 4 months of the event now)?
If so, then that'll presumably have all the answers to the questions above.

I think Days 2 & 3 have been accepted as WRE's even though not publicised as such yet.
Knowing the availability issues of Day 3 Controller & IOF Controller during this week and next I wouldn't expect an outcome to the M21E debate (shorter start interval, two courses, etc) to be known much before the end of February.
Patience, and eventually all will be revealed .

IOF Competition Rules, 2015
WRE, 5.5 - The W21 and M21 classes shall be restricted to competitors classified as elite competitors by their Federation or who are selected for the class based on their position in a Federation’s ranking scheme.
WRE, 5.6 - Should a class have too many entries, it may be split into parallel classes based on the competitors’ previous performances.
Appendix 1
Parallel classes, 2.1 - Should a class have too many entries, it may be split into parallel classes. Splitting of elite classes should be based on the competitors’ previous performances.
I can't find any current rules that actually state entry onto a tiered elite classes at a WRE is based on world ranking. In fact, the term "previous performances" gives organisers scope to pick athletes who may have extremely low national or world ranking but are clearly of a suitable standard.

As well as those there is also the IOF World Ranking Scheme Rules, but I don't think there is anything in there either about such a situation.
Is the POM non-Super Elite also a WRE? If so then that I'd suspect that'd be the way forward although it'd give an extra course (or 2) for the IOF EA to check.
In any case it is important that anyone who'd be eligible for Elite in a normal non-WRE GB event should be allowed to run in an Elite coure of some sort and get their Middle + full length Classic which they wouldn't get if they were bumped to 21L (or, ahem 35L, 40L, ...)
BTW I hear rumours the Swiss team are thinking of coming too so these numbers are likely to keep rising.
JK (who was once bumped out of the Swiss 6-days 21E to make way for a top NOR, I was offered M21L + M40L ... but non-comp in each!)
