You could select only those of proven international ability for jwoc, as long as, and this important, there was a full program training and racing throughout the year professionally organised for up and coming top performers to gain international experience from age 13 upwards. I was thinking of more junior orientated Elite/high profile races in Sweden, Norway, Finland, and Switzerland, but O-ringen could certainly be one. Once the system is in place after a few years we'd probably have enough juniors of the right quality to perform at JWOC so the team would probably be filled anyway.
