Agreed. Relays are one of the few decent chances we get in this sport to feel part of a team, and from that point of view I think they can be a great motivator for people who have got to grips with the basics and are just starting to get competitive. But as a student newcomer they certainly can seem disproportionately expensive compared with individual events, and sadly there are quite definitely student clubs out there who can't afford to subsidise entries.
I do vaguely recall a UK relay allowing all-student teams to enter at the junior rate at some point in the last couple of years, but I can't remember which one it was (and it seems to have been a one-off).

Harlequins of any age do not pay to run in the relays and only seniors pay a nominal amount to run in the CSC.
There should be no question but students representing university clubs should only pay junior relay rates - another definite example of SODOFF (Student Orienteers Deliberately Ostracised From Federation)

I don't believe that there is any official policy on student relay fees and clubs/associations are perfectly able to set a student fee if they wish. Most likely this does not register too highly on the organiser's list of priorities.
Why not ask for a discount? Certainly some entry providers (eg SIEntires) allow administrators to alter the entry fee for a particular entry.

Already done. Unfortunately no discounts on offer.

I have emailed Freefall (and a few others involved in the JK) to ask about this. I get a nagging feeling that JK entries are dealt with at a more localised point (i.e. BOF), but I might be wrong.

They are, but the organisers can still authorise a refund if they feel so inclined.

...and it appears that BAOC are offering a £2 per person discount for 100%-student teams at this year's Harvester

All full time students will pay the junior fee at this year's Harvester, which will be half the price of seniors. This is fairly straight forward for an all junior or university team when they enter online, but I will have to put a bit of thought into how I do this for juniors entering as part of an non-junior team
