After a juniors 16th birthday are they allowed to run the adult Urban courses?
Or are they excluded until they M/W18's

I believe they are allowed from their 16th birthday - it's an insurance rule not an orienteering rule, and does not recognise our age classes.
Best to check with the event organiser though (if the details do not make it clear).

That is correct. From age 16 ie your birthday the rule(guideline?) no longer applies.
For the Nopesport league you are still competitive on the M/W16 - course until you become an M/W 18 if you want to.
For the Erskine event - Nopesport Urban League 2- the planner has devised a reasonably technical U16 course in Urban terrain that does not require crossing any busy roads. He has also planned a less tecnhnical course that does not cross any roads. We have recommended M/W 12 and under enter the less technical of the two junior courses to avoid any road crossings, but this is our safety recommendation rather than a BOF thing.
