The ability to create contours and hill shading can be found in both OCAD 10 and 11.
Data is available from Bluesky, Geomatics and Geostore - prices vary quite a bit so it's worth comparing.

There is also a programme written by a Finnish orienteer called Karttapullautin which generates entire maps from LiDAR but requires more comprehensive data than we have available to purchase:

Limited coverage for Scotland (through Blom and Atkins) is now being sold online through Envirocheck. The price has escalated considerably since being given a price directly by Atkins and I have written to their Sales Director today to request a 50% discount for orienteers. It is being considered. Suggest nobody purchases data directly until a deal is struck. Additional data has been flown over the past couple of months including new data for Highland 2015 including WOC. Fugro has flown this and I have asked for a priority delivery.

Just in case anyone doesn't know about Panorama - It's not LIDAR and the contours are only at 10m resolution - but as a start, for interpolating contours, it might be useful. & It's completely free from the Ordnance Survey:

There is a new product (free) from the OS called Terrain 50. Similar to panorama but improved - vectors not yet out but DTM available.

As of earlier this year they support a 100% discount (announced via the Jan Mappers newsletter). No guarantee that they cover your areas though.
