From the overview of event structure v1.1 (http://www.britishorienteering.org.uk/d ... line_a.pdf)
"4.6 Level 2 Events should have a Grade 2 Controller, external to the host club,
wherever possible. Otherwise an internal Grade 2 Controller, or an
experienced Grade 3 Controller, external to the host club if possible, may be
appointed, subject to the approval of the constituent Association."

As noted, PWT prologue & Devilla were registered as Regional, so presumably the problem is just in how the results are uploaded? Full colour-codeds & Nopesport League style urban races are supposed to be L2 (or in 2011, L3)...
