Exactly. When I first started urban orienteering, I was told by a much more experienced international that you look at the location column first, then the features, and only finally at the number (and, indeed, they often didn't look at the last until leaving the control): the opposite to what a lot of competitors do in terrain. It has held me in very good stead ever since. The only times I have been caught out have been when I haven't followed this list of priorities (sadly, more often than I should have!).
