Teslin
For APOC 2002, my clubmates and I tested several different makes of waterproof paper. Teslin and Zecom were the best two. We used Teslin for APOC, and have used it since then. Dunno if Zecom still exists.
It's pricey, but totally waterproof and mudproof, and rugged enough for orienteering. There's a version for inkets and a version for laser printers. Some issues with toner loss at the folds if not fused properly. Can melt in some print shop printers, so make sure they check first that they can handle it. (Desktop laser printers seem fine.) Much cheaper by the thousand from a distributor, but available in small quantities retail some places.
