Yes.

If so why ?

Primarily because he wanted the sport to stay in the hands of those who actually 'do' the sport, rather than those who had given up years before. There was a long history of heavy handed 'blazer brigade' administration

Unfortunately the whilst the sport is still largely run by the competitors rather too high a proportion of us are of the be-blazered age :( - and probably really want to spend our time doing fun things like competing, planning and mapping rather than recruiting the next generation.
