Taking a new ‘mixed economy’ approach to delivery of basketball, Sport England is increasing the overall investment earmarked for this sport, committing an additional £2.3 million between 2013 and 2017. This is in recognition of its wide appeal to young people and its ethnically diverse participation base. However, Sport England is not confident in England Basketball’s ability to increase the numbers of people playing the sport, so has reduced its investment into the national governing body (NGB). At the same time it will invest in other providers including the British Basketball League Foundation and Reach and Teach in a bid to strengthen the marketplace and support alternative ways to get more people playing basketball.
Sport England Chief Executive, Jennie Price, says: “There are some tough messages here for national governing bodies. If they don’t grow participation we will reduce their funding, and we won’t make long term investments until we have confidence in their ability to deliver.

That is hardly sensible - Sports Councils have spent decades trying to get some sports to unify, now they seem to be doing their best to destroy the governing bodies with diversionary tactics like this.
My theory is that Sports Councils were originally staffed by sports enthusiasts, now they are staffed by bureaucrats who are judged by the amount of paperwork they create - and sod the volunteers in sports.

And as a consequence, NGBs need to be run by bureaucrats who understand the SC bureaucrats mentality.

I disagree, I think the Sports Council really are judged by the "increase in numbers of people [reportable as] playing the sport". The sports roll happily on thanks to enthsiastists and entrepreneurs. Eventually even SC notice that the NGB bureaucrats aren't having much effect, one way or t'other.

That's amazing! That's exactly what the Ofsted inspectors said when they came and judged the "very good to outstanding" school I was a governor of. We all felt like total failures.

and lets be honest for the average ofsted inspector to understand the way has to be VERY simple - about "off string" standard (or White or a really good day and full string with mummy hand holding on a bad)
