Absolutely. Hence, my preference for EMIT having had ten years constant use, I find the other system irritatingly fiddly to use, epsecially in sprint races where I can flow through controls with EMIT but constantly have to wiggle and re-dip (ahem) to get the thing to beep with the consequent risk of losing focus in the vital seconds when leaving a control.
For the competitor, it's what you are used to that's the key factor here, not the system. As for the organiser/planner who isn't a techy-type, all this version control and incompatiability stuff, must be an addiotional worry/potential barrier to taking on the job compared to using a system where this doesn't apply?
