In the unlikely event that you care...
The rules are currently written in terms of length % of M21L. These were derived from the BOF speed ratios between classes and the old expected winning times. So you can get the official winning times by multiplying M21L winning time by distance ratio and speed ratio. I don't know why they changed from times to lengths - it is quite illogical if you have more than one terrain type.
