In that case shouldn't regional trophys go to first placed M20 on the M21L course if thats the course they are expecting the best 20's to run?

Why not take a step back in time and remember YJB, JB, YM , Seniors etc etc.... the girls actually became seniors at 19 in those days.... given the numbers involved in races today the classes of the mid 70's seem better....
