If we are at the end of March and the post is worded like this for an event of the complexity of the Harvester I think it is very unlikely.
Landowner permissions are always difficult especially for major events. Club volunteers are often stretched. Harvester probably has fairly high costs associated with it so needs good numbers to make it viable. Good numbers probably means "central". Probably an option for someone to run it (or something similar) on a semi-commercial basis rather than focussing on club volunteers etc - and giving landowners a cut of the money... ...but I can already imagine people complaining about £100 pp for the weekend.
I imagine the aging demographic might not be so keen on camping either.

A pity - one of my favourite events, but i know how difficult it can be to arrange for relatively low numbers.
