it doesn't actually matter what you or I think about what we should wear. If the RO says we wear long bottoms we wear long bottoms and look happy about it. We won't be facing the coroner when someone dies from hypothermia.
I don't think that whether someone was wearing long trousers or shorts will have much bearing on a coroners view - if you're unlucky you'll get one who hates outdoors and puts all the blame on to being out of doors in anything other than summer conditions.
