How can we tell that the City race on Sunday doesn't infringe on the embargoed area for WOC 2014?
The Event Centre seems to be in a small cut out from the embargoed area and the website does specify that you can't run both the Saturday Park race and WOC 2014 but it doesn't give any assurances or guidance about the Sunday race. Should one assume that it won't go into the embargoed area?
An email to the event email address hasn't had a response.

Yes, that would be a very safe assumption.
The Sunday race is always in the "main/complex" part of Venice. The Saturday Park race is always in the less complex and more open part of Venice to the east of the sports hall, which is the embargoed bit for WOC 2014.

It's a no brainer really. Why would the IOF want the World championships to be in the most interesting area

Aside from differences between British-style and IOF-style sprints, and irony aside (!), I suspect that one critical issue could be the crowds? The eastern end is a lot quieter, and there's more room for tourists and runners. Only guessing.

I think that's pretty close to the mark. Fabulous as the Venice race is, you couldn't really run a fair international elite sprint in the main part of the city because of the crowds (and I imagine the crowds are denser in July than they are in November).
