It implies money is being spent on Office upgrades when the previous version is perfectly servicable. We haven't bothered with such unnecessary expense at work and I suspect we are not alone. Or maybe it came bundled with a new pc ?
Either way, the latest version, in which docx is the default format, also supports "save as" doc format. As long as a significant proportion of the population still use doc format it would seem sensible to me for the office to use "save as" for any document which is being widely circulated.

Forgot to add - there is a free converter which can be downloaded which will allow people with an older version of Office to open docx and xlsx files - see http://www.microsoft.com/download/en/de ... ng=en&id=3
