You can get a location from a GPS in lat and long for the WGS84 ellipsoid - definitely public domain - and then convert it to the ellipsoid that the OS use and into a grid reference by relatively straightforward maths, and I don't think anyone can claim IP rights over that. Indeed, my Garmin GPS will do it automatically! The OS have a much more accurate transformation that distorts every 1km square in a specific way which almost certainly they do have rights over, but that's way OTT for orienteering use. Grid lines might be more questionable, but who wants those on an orienteering map anyway?
On the subject of the fee for putting a map extract on a club web site - as BOF have (or should have) copies of all the maps anyway, why don't BOF host any map extracts (which means they can check they're no more that 200 sq cm), and pay one fee rather than one per club?

If more use was made of members only area of the BOF website then all maps on the BOF map database could be shown fullsize, as they would not be in the public domain - unless a member decided to screen dump them and display them elsewhere - which would be pretty stupid.
As regards SOC annexing other clubs map areas, BOF has been informed previously (at least 2 years ago) that our bit of the map database has maps from others clubs on it, TVOC and other clubs, but no change has happened to the database.

According to the nice lady at BOF Office, TVOC has recaptured Didcot.
