Make WOC and WC alternate - WOC should never have become an annual event and it has certainly been devalued by becoming so.
Elite runners want this, the people who actually put on events want it, so really it is only the IOF that is stopping it happen.

My apologies - I shouldn't have used the word "t***ers" top describe IOF officials, however I stand by my condemnation of the retrograde steps taken with the "new world cup" - no relays, many fewer countries hosting World Cup races, far fewer countries sending TEAMS of athletes (rather than individuals), far less interest in the world cup results and winners.

If the World Cup was successful then there would be fewer runners with World Cup points because the top competitors would turn up to every race (like they used to in the good old days). As it is the fields are very variable and the points get spread around a lot more.
